This issue was brought up to Ted Tobin and I was told that dust suppression is the responsibility of KSS and they will take steps to alleviate it if it becomes an issue.
The foundation will be broken down to 3" pieces, soaked to prevent dust, and will be used as backfill, on site, sooner rather than later.
