GLX Milestones



As most are aware as evidenced from the December 2012 event, Phase 1 of the GLX Project, which includes the rehabilitation of the Medford Street Railroad Bridge in Somerville, the Harvard Street Railroad Bridge in Medford, and the demolition of an MBTA facility at 22 Water Street, was released as a traditional design/bid/build contract several months ago and is expected to receive a Notice to Proceed shortly to begin construction.

The remainder of the project, Phases 2/2A, 3 and 4, is being procured through an alternative delivery method of Construction Manager/General Contractor.

The new milestone is that the MBTA has released the Request for Qualifications (RFQ) for the Construction Manager/General Contractor (CM/GC) services for the Green Line Extension (GLX) Project and is inviting Statements of Qualifications (SOQs) from interested teams. Once selected, the CM/CG will be responsible for performing preconstruction and construction services for the work associated with extending the Green Line from Lechmere Station along the Medford Branch to a point in the vicinity of College Ave. in Medford and along the Union Square Branch to Union Square.

The CM/GC project delivery method is an integrated team approach to the planning, design, and construction of a project. The delivery method incorporates procedures to better control the schedule, budget, and quality. The CM/GC method is expected to better plan for and manage risks, to enhance quality, decrease cost, and compress the delivery period.

The MBTA intends to select a CM/GC through a two-phase selection process; the first is the Request for Qualifications (RFQ), issued on Wednesday, January 9 and then a subsequent Request for Proposals (RFP) is anticipated to be issued in March 2013. The MBTA then plans to make an award of the overall Contract and the preconstruction services scope of work by Summer of 2013.
