Can you inform me of exactly what is Pay to Play? I thought I was current on local topics, but this one has me stumped.

"Pay to Play" is a phrase that connects the issuance of City contracts and other perks to paying of elected officials. The Board of Aldermen wants to pass an ordinance attempting to ban or regulate this practice but it seems to be focused solely on preventing developers to donate to the mayor.
